In my common application, it says Penn State does not require personal essay. I looked it up and I don’t know if it means “optional” or they just simply don’t want it. If they don’t want it then obviously I won’t send it but if it’s optional, I will send it since it will only help me. My SAT and ACT scores aren’t very high so this essay could really help me in my chances for admission.
In the common data it does say that the Application Essay in “Considered”. I think it’s best to submit especially if you feel you are on the bubble with stats.

They literally do not read them. If you have an unusual and compelling reason for low grades (natural disaster. devastating illness. car accident) it might be worth it, but otherwise, no.
