Should I submit more than one ACT score even though the composite scores are different?

I am a senior looking to go into civil engineering, and some schools I am looking at are Cornell, Northeastern, Boston University, and Binghamton among others.
On my first ACT in June 2015, I scored a 31 composite:

26S
9 Writing Subscore
On the October 2015, I scored a 32 composite with significantly different subscores:
36E
31M
26R
34S
Expecting ~32 Writing

These scores superscore to a 34.25, but because my scores across each section varied by a decent amount between both tests, would it be to my advantage to submit both of these scores? I also fear that colleges may see these scores as inconsistent and flukes, whereas it was really just the case of spending a little too much time on some questions and passages. Additionally, to alleviate this problem as a whole, I think I am very capable of scoring at least a 34 on the December ACT, but even then, would it be worth submitting these other scores alongside a 34?

That’s a lot of variation; I’d send both. Best situation: the college superscores. Worst situation: you have a 32 composite. I would not be expecting a 32 writing from the October test…many people with high composites are getting in the 20s. I had 11/11/11/11 and 31 on the September test, just a heads up.

The schools won’t see your findings as flukes. As they view the tests as important, they would not view results from individuals as flukes. E and M are the most important of the 4 sub-scales. You’ve shown that you can score a 36, 35 which is close to perfect. Some engineering schools look only at the highest subtest while some superscore. You can 't do any harm by sending both.
