Should I take SAT II in january?

So, I just saw my grade for sat II and it's really bad.
*math2=520
*chem=580
yeah, that bad.

I applied to 5 UC's and 4 CSU's and that they won't accept that sat (January)
I took the ACT last October(so bad again)
eng=19
*math=27
*Reading=18
*Sci=24
*writ=18
*Composite=22
Then, I also took ACT this december (not that looking forward to it since I didn't have time to answer half of the science section)

+Should I take sat II / SAT next month? (act=Feb 8) (btw, I don't have a fee waver this time so price is a factor)
+and my Sat scores for january will be available for another two weeks or something again.
+If I wait for december 30(act last december results), And it is a bit better, will they recieve my score immediately(I mean, when I send it, is it immediate or have to wait for a number of bussines day) b/c most deadlines are decemeber 30 or january 1, Just so I can compare?
+And for teachers rec, will universities who needs it be okay if I send it after the deadline b/c I don't have one yet.

I'm trying applying to these schools:
*GATech=jan1(deadline)
*PennState=Jan31
*ArizonaState=Feb1
*OhioState=Feb1
*UnivArizona=May 1 (rolling)
*PurdueUniv=May1(rolling)
*IowaState=July1(rolling)
*MichiganState=rolling
*UnivWisconsin-mad=Feb1
*UnivMinnesota=rolling

Yes, I think thats a lot b/c I'm scared I won't get in to many of the colleges I've applied.

Additional Info, I want to major in engineering-which i think would be harder
, I also stated in my personal statement in the UC's why I don't have good scores not actually SAT/ACT but I said I'm new.
I didn't put these but I also didn't know about SAT/ACT's importance until September this year = not prepared.

Since most schools there are rolling, should I take it again because I know I could do better and I have more time to review now.

Oh, please don’t try to say that my scores are really bad(like don’t be harsh).
I already know they are disgustingly bad.
