Should I waive FERPA rights on the College Report/Midterm Report if I have a disciplinary record?

I’m applying for spring 2019 transfer.

I have a suspension at my previous matriculated university

Should I waive my FERPA rights at this institution? What does this mean?

FERPA is meant to keep third parties from accessing your information. You can’t waive a suspension from your record.
