Should your current GPA be better than the transfer-hopeful college's average GPA?

If you're trying to transfer, is it generally a good thing to have a GPA that is above the average GPA of the department of the college you're trying to transfer into?
example:
you're a student at College A (good university) trying to transfer into College B (top tier university, ranked in top 25)
at college A, you have a 3.4
college B's department average GPA of current 1st years is 3.2, overall is 3.3

is that 3.4 still acceptable, even if it isnt the suggested 3.5?

It's acceptable, but to be a strong candidate, a 3.5 (if recommended) is the way to go. Then again, depending on the department, a 3.4 might squeak by.
