I have heard selective colleges such as Harvard would not bump up your GPA with honors classes and not include PE or any of those classes.
What about a college like U of I?

I’m wondering the same. My high school transcript only shows my weighted GPA. How would selective colleges assess me? Would they calculate my unweighted GPA on their own? Would they ask my school for it?
