What do you think?:

Rank (weighted): Top 2-3%

EC:

-Midwest champs in fencing
-4-year Math Team member: 3rd, 2nd, and 2nd at State
-National Merit Commended Scholar
-national honor roll member
-AP Scholar with distinction
-2nd place at Korean math competition
-Intern at Encyclopaedia Britannica for 2 summers
-National honor society member
-Gold honor roll for 4 years (highest honor roll at school)

possibly recruited?

A sub-3.8 unweighted GPA isn't amazing. The fact that you took 14 APs is awesome, but how is it that you're not a National AP Scholar? Did you get scores lower than 4 on some of them? Getting Bs and 3s isn't going to help you.

However, you are definitely competitive and you should definitely apply. The fencing stuff is impressive. As are test scores of course.

^He might mean that he has 14 AP classes including the ones he's taking senior year MallomarCookie so he might still have done relatively well on the AP tests he has taken.

Also, you probably shouldn't submit SAT II scores if you took the ACT w/writing since all you need for admission is the ACT.

I think your biggest problem is extracurriculars and the fact that you only have one good one. Hopefully, your recs and essays are good.
