Some grammar help

I have two grammar concepts i need someone to explain for me.

1st: When is it ok to start your sentence with that? ex: That the....

2nd: If a sentence is like: "Here stands three pillars" should it be "stand" or "stands" and could you explain to me why this is so.

thanks

1: While it's not grammatically wrong to begin with "That the," for example: "That the law should pass is obvious,"

there's almost always a stylistically more elegant way to state the same thing: "It is obvious that the law should pass."

There would have to be some strong rhetorical reason to stress the noun that follows "that the" in order to justify using a locution that's starting to sound pretty old-fashioned.

2: Invert the sentence so that it has a more typical subject-verb word order and you'll never miss this kind:

Three pillars stand here.

Sorry for the multiple posts; they just appeared. Maybe my computer's developing a stutter.

In part two, the subject is "3 pillars". The verb always modifies the subject and thus you need to use stand. Here, a preposition, can never be a subject.
