<p>International applicants have weird times to check. Like India finds out at like 2 am lol. Imagine living in like some obscure Pacific island like Samoa and it gets online at like 7 am when you get up in the morning, that would be awesome.</p>

<p>it's when they don't accept you, but rather leave your application to be reconsidered with the RD pool. and it's non-binding if they accept you after a deferral.</p>
