Someone help me with 3 Qns?(identify sentence error)

<p>it's D D C, first 2 being obvious, last one saying "its concerns for plan"... makes not sense. If it is singular (no doubt since it isnt underlined), then it should be concern, not concerns ... so it should be C...</p>

A newly formed ORGANIZATION of homeowners and business people have met with the transportation department to voice its concerns about plans for a shopping mall in the community.
Now does "its" make sense?? the threadstarter's test is whacked, that's why the first part is missing.</p>

and OBVIOUS?! i dont see it, explain please.</p>
