Sophomore hoping for ROTC scholarship?

Hello all, I am currently a sophomore in High School and I am hoping to get an ROTC Scholarship

Here is a year by year summary of what I was involved in.
Freshman Year:
4.0 GPA
Vice President for my Class
Historian for Greenhand FFA chapter
Scholars Bowl (Junior Varsity)

Sophomore
4.0 GPA (taking very challenging classes, my school doesn’t offer AP but this year I was in the junior math (at the same time I was taking sophomore math) and history classes and I also gained 12 college credits from online school through a local community college)
President of my Class
FFA member
FBLA Historian
Scholar’s Bowl (Mostly Varsity but subbed for Junior Varsity kids that couldn’t make it to meets)
Volleyball (Junior Varsity)

Junior Year (these are positions I know I got already)
FBLA Vice President
FFA Sentinel for Senior Officer Team
Scholar’s Bowl (likely Varsity whole time)
Taking College Algebra and Computer Programming for College Credit
Member of Tech Team (new thing at my school)
NHS member

I got a 28 on my ACT (23 English, 27 Math, 27 Science, and 34 Reading) but I do plan on taking it again my junior year after doing practice tests and preparing for it (trying to bring my English and Math up, this year’s ACT was just a practice one so I could get used to the testing format).

I want to go into Civil Engineering for either the Army or Air Force (Army is first choice). I know that the Air Force is looking for engineers right now. How likely am I to get a ROTC or AFROTC scholarship? Does my chance decrease if I am not on student council anymore (we are doing elections next week and my chances don’t look very good- my opponents are baking brownies and trying to buy votes and I am against that and refuse to run the same way they are)?
