When it’s narrowed down to three sororities, does every girl get into a sorority, even though it may not be her first choice?

I believe that Tufts is the only school where every girl who rushes is guaranteed a bid. Many schools are hesitant to release numbers of students who are forced to withdraw from the process because no sorority has invited them back, and many will say that girls who are eliminated from all sororities are those who have been snarky and disrespectful at events and who did not really want to be part of the process anyway.
Not sure this is entirely true.

Also (to OP) I would keep in mind that there are generally opportunities for informal recruitment later on, if you do not rush or if rush does not go well for you, but you still want to join a sorority. It is good to learn not to take rejection too personally.
