Spring Transfer in as a Freshman to Dietrich college cognitive science major

I messed up with the schools I applied to. Somehow Carnegie Mellon went up my radar for cognitive sciences and recently I found out one of my main interests is in AI. Currently I am planning on attending Johns Hopkins in the Fall while double majoring in computer science and cognitive sciences if I go there. However, the B.S degree at CMU in cogsci is much more my style of what I want to learn, more math/computational based. Plus if I can, I plan on double majoring in computer science at CMU.

I have nothing against JHU. I just feel I am more interested in the math/theory of cogsci which pairs well with compsci. As a freshman at JHU, can I apply for Spring Transfer? And if I do, how will the financial aid/housing be? I need somewhere to live on campus, I'll also be needing decent aid. JHU is giving me 50k in grants so I'm hoping for something similar...

My high school stats are good, so if they are going to take my high school stats into account more than anything, I feel like I'm in good shape.
Summary:
ACT : 35
SAT II: 740 Math2 790 BioM
4.0 GPA
10 APs taken, all 4's and 5's
4 years of varsity track, captain the last two years
I make computer based music along with 2 years of orchestra and jazz band my freshman/sophomore year
cognitive science research at the University of Washington. I got second in the behavioral science division at a local science fair. (The state fair is actually this weekend so wish me luck!)

Also, with my stats would I be competitive for transfer into SCS perhaps? I wouldn’t mind making that my primary major then double majoring in cogsci.
