I’m not currently studying abroad but I did, so I’ll try to answer your questions:

1) France (not Paris). But where YOU should go depends on YOU. Do you speak any languages? Are you looking for a specific kind of program? What do you want to get out of study abroad? That’ll help you decide where to go.
I went to France because I had been studying French since 7th grade. I chose a smaller city for a few reasons: I didn’t want anybody to try to speak English to me, as they do in Paris when they realize you’re an American. I wanted to get a sense of a different part of France, less international and more French. I wanted to live with a host family. I chose my program because it gave me all of these things - I took classes at the local university, had dinner with my host parents every night and got to experience a wonderful, beautiful part of France that’s pretty far off the beaten path.
So what do you want?

2) Do you mean physically not having enough cash, or are you worried about how much money you need? I took cash out of ATMs while I was there. You just need to alert your bank in advance that you’ll be abroad. There are exchange fees and whatnot, but it wasn’t a huge big deal. And I used my credit card a lot.

3) I was less homesick for my parents and my house and more country-sick. I missed being in a place where I understood everything - not just the language but the innate cultural details that you don’t even notice. Of course I got used to these things and I loved my time in France. I talked to my parents and friends on Skype about once a week. And I loved being with my host family - I knew that if anything happened, if I got sick or lost or whatever, my host mother would be there for me. It was very comforting.
