I'm a current sophomore.
LOL I've had an application for a college summer session (2009) since August. I'm very close to filing a 2nd level appeal at a difference college.

As a CCer... it is never too early LOL

The problem with your query is summer programs that are "prestigious" usually require you to have accomplished something or proven yourself in some way before going there, which means they're naturally harder for freshmen to get into. Try CTY/CTD/Duke TIP, they're not too prestigious but at least you'll get to learn stuff and meet cool people. And they only require SAT scores to get in.

HCSSiM and other math summer programs take freshmen too, but you have to do well on a test to get in. And when I went to HCSSiM most of the people there were sophomores or juniors.

seriously though, maybe try taking some advance community college courses or something?

I don't know your gender but there's a Summer Program called Camp $tart Up at Cornell's Johnson School for girls.
