Basically I was in ISS for 3 days because of a privacy related issue. I am in the tenth grade and am a very high achieving student who is involved in many different clubs and activities. The school took this into account and said that it would not be on any records, however if colleges asked about an ISS I would have to tell. Mainly, I have two questions. How many colleges ask about ISS’s? And if a college asks if I’ve been suspended from school, would I have to respond yes? My counselor has said no to the last one, because she believes that an ISS is not a suspension from school (we are in still school and receive all of our normal class work.) Could anyone help me?

Your first step should be to chill. Really. Take a deep breath and relax for a minute.
Most colleges ask about disciplinary records. You’ll have to ask your GC about it whether or not this specific case needs to be reported. That being said, colleges understand that kids make mistakes; be honest in your additional info section, explain the situation to your GC before s/he writes your counselor recommendation, and don’t worry about it. What’s done is done, and stressing about something that may play a minor role in an already nebulous process two years from now isn’t going to help you.
Some schools use IIS as a synonym for detention. If this is detention, you don’t need to report it. Your GC is the person who will tell you if you need to report this or not. He or she is the one who would be called upon by a uni to verify the veracity the information in your application if a question every came up. I would go with what your GC says.
