My grades will show as a stronger applicant for pre- law , however I don’t know if it is allowed to switch to a new major because of the requirements. I don’t know what field I should go in to because I love both. What should I apply as ?
At most places, there is no such thing as pre-law or pre-med. So you are trying to decide between two things that don’t exist.
A good number of people change their major officially while in college and in their head many times.
You need to understand what you are applying to at the specific University, At some you are applying to a College (possibly a major) within the University. Some you may be applying to the University in general. Some places you don’t even declare a major until you are a Junior. Generally, it is easier to change majors (sometimes not by choice) within a college than between colleges. To make this more confusing, some university also have schools that you may have to apply to for your junior year.
FYI, for both Medical and Law School you can have any undergraduate major. I had a friend that was an Econ major. For Medical School, there is list of prerequisites that your must complete. In addition to that you need good grades, recommendations, and test scores (GMAT/LSAT).

–Unless you apply to a colleges that accepts students by major then it doesn’t matter what major you apply as or if you apply undecided.

Pre-law and pre-med are advisory programs at colleges (advising what you need to do to possbily get into law or medical school), not majors, and anyone attending the university can sign up for the pre-law or pre-med advisory program, and you can switch from one to the other once at the college. Law schools actually accept students from almost every college major. Med schools can also accept those from many majors although most applicants have a science or similar major; what is key for applying to med school is taking the core science, math, and other courses needed as requirements for applying to med schools. Thus, if the colleges you are applying to require you to pick a major (or apply undecided), you should apply accordingly and choose major you want to choose and then if actually interested in pre-law or pre-med, put your request in (often done in the application) for being part of the particular advisory program That you choose pre-law or pre-med on the application has no impact on whether you will be admitted.
To add to the thoughts above, quality of pre-med advising can be an important aspect to consider when you are evaluating colleges. In contrast, pre-law is unnecessary; you can decide years after college graduation that you want to apply to law school, with no prior planning whatsoever. Both law and med schools will demand a high college GPA.
