Texas Tomorrow Fund/Texas Guarneteed Tuition Plan?

Questions about the old Texas Tomorrow Fund - now the Texas Guaranteed Tuition Plan.

I've spoken with them about "flat rate tuition" where if you take more than 12 hours you are only charged tuition for the first 12 hours. They said that doesn't apply to those on the Tomorrow Fund because the college charges our accounts for every hour we take. I really don't see how that is fair (life ain't fair...) for me to be charged more simply because I was supposedly smart enough to plan early and lock in 120 hours when D was little. Fairness aside, I can't see how that is legal especially from a state university.

Ok, what if you get a portion of your tuition paid through some form of financial aid, would it be best to pay the remainder out of pocket and save the Tomorrow Fund for grad school? We're already paying out of pocket for high school dual credit classes to save college hours from the fund. D could have 30 hours of AP and dual credits by the time she graduates from high school. That in itself should give her one year of grad school with the fund dollars.

Anyone have any experience with this?
