<p>well, times up the answer is that Kaiser Wilhelm II sent this to congratulate the Transvaal Republic (Afrikaner republic in British occupied So. Africa) for defeating a British army in 1896. This heightened the tension between Germany and England (England thought Germany was trying to extend its sphere of influence) and helped lead to WWI. May or may not show up… it has popped up once or twice in my textbooks and review books.</p>

Phillip II was defeated by William of Orange of the Netherlands, and thus lost this colonial possession. He also was defeated by the English Queen Elizabeth I against his Spanish Armada, and showed that Spain, which had once been a great Catholic power, was declining.</p>

<p>C) I think the Calvinists in the Netherlands were reasonable enough to know that it was impossible to kill Philip II, who sat in his comfy throne in Spain.</p>
