<p>skimmedmilk, it's a hand motion that you do in an awkward situation when you want to indicate that you are aware of how awkward the situation is. there are various variations, i think the turtle was first. there are baby turtles, penguins, moose, etc.</p>

And I don't live in the states, skimmemilk ;P But admittedly, I was taught the awkward turtle hand motion on one of my visits there.</p>
<p>The phrase comes from the awkwardness of trying to watch an upside down turtle right itself... like a long, struggling pause. That's the story I've heard, at any rate.</p>

<p>Awkward turtle was very big at my summer camp, and then there were a bunch of variations, which I don't remember because we don't really do it here in NY. Is it more of a South/West thing? A girl from Georgia taught it to me.</p>
