The right UC graduate Electrial Engineering program?

I am a senior at UIUC who is interested in electrical engineering grad programs at UCLA, Berkeley, and UCSD. My questions are rather specific, so I would sincerely appreciate any feedback:

What are the strengths of each program? For example, Berkeley seems like the strongest in solid-state electronics, whereas UCSD seems like it has very strong communications research.

How has California’s budget crisis affected research funds? Am I less likely to obtain a fellowship or any financial assistance because of the situation?

Again, I would sincerely appreciate any advice.

I cant tell you anything about a certain dept strength. But the effects of the budget varies from campus to campus. Some campuses have been hard while other in which they specialize still continue strong at a lesser level though

I would suggest asking this in the Grad School section, as people who post here only know about undergraduate programs in detail.
