The use of "quotation mark"?

<p>How do we realize the use of quotation mark, which is usually questioned in the reading? As far as I know, quotation mark has but 3 uses: emphasize, quote, note unusual meaning. But in question 23 of section 2, SAT october 2006, for example, the answer is "imply skepticism about a theory", which I am completely unfamiliar with.

<p>Have you ever seen the thing where people are talking in conversation and they use their fingers as quotation marks? I think that’s what it’s getting at here. For instance: The so-called “global warming” phenomenon is but a natural process that has occurred over the ages and warrants no worry. So, the essence of this use of quotation is to demarcate a phrase in order to make a negative point about it.</p>
