In general, what do quotes do when used in a passage? I know that it depends on the context, but I just want a general list because sometimes I might take it the wrong way. Emphasize, be sarcastic about, make fun of, question them? What should I generally not take quotes as?

Quotes will never allude to something that is not directly mentioned/supported in the passage. This is probably common sense but the only one I can think of right now.

One example that comes to mind is a question about a certain piece of dialogue in a passage with Michelangelo (I know this probably isn't the type of quote you're talking about), and one of the answer choices was "it foreshadows Michelangelo becoming a great artist" or something, which is common knowledge but not mentioned in the passage. An unwary reader may think this answer choice as obvious from outside knowledge, but in the context of the passage it was wrong.

On the other hand, this passage was from PR, so do with it what you will.
