Hello! I am in need of some advice for college and what I should look into.

I am interested very much so visual arts, specifically painting and graphic design but would also like to study some other majors like philosophy or sociology. (but it is not needed)

I am looking for a very rigorous course and a work focused atmosphere. Although going out is nice, I am not looking for that in college and do not want a party scene

I was looking at SAIC, Cooper, RISD and Pratt (Each of the colleges looked very promising for me) but unfortunately, I do not have the funds to afford most of those colleges and I don't feel like I can rely on Cooper for my plan of action due to it's selectiveness so I am looking for any other colleges with affordable tuition and great programs as well (for me anything up to 20,000)

I do not care for prestige but I would like quality atmosphere in or fairly close enough to a large city to be part of the artistic atmosphere of that city (preferably the N.E.)

My UW GPA is a 3.59 and my ACT score is a 26 with a B+ average.

Any advice?
