Timing of the Financial Aid Process...

With all the thousands of applications, particularly at the selective schools, it seems that the FA offices would be overwhelmed. Is every applicant who applies for aid reviewed at the same time for admissions? Or does the FA office review only applicants the Admissions committees accept and then pass onto them?

If the Ivies, for example are Need Blind, then why would the FA office need to consider an applicant before accepted? Preparing an Aid Package before acceptance would be a lot of wasted time. Don't you think?

Maybe the computer just spits out numbers and then if the admissions office really likes a kid, humans consider the FA application?
