I will be graduating with 31 credit hours.
Will that make me qualify as a transfer student at some schools? My counselor says at some schools you are considered a sophomore.
Is this true?

If all of your college credits were from courses taken before high school graduation, then it is extremely unlikely that any college will require you to apply as a transfer (instead of frosh), although you can check colleges’ web sites to be sure.
You can enter a college as a frosh but have sophomore (or higher) standing by credits, depending on the college’s policy on transfer credit from college courses taken in high school, and AP/IB scores.
