Too many units from a previous UC school. Can I transfer to SJSU?

I have a lot of upper division units from a previous UC school. Can I transfer to San Jose State University (for BS Mathematics or Computer Science)?

I hear that you can convert previous grades to W’s which will give you 0 units that does not affect GPA if you have a medical excuse.

Would this work to solve the high units from a previous school?

I do have a documented emergency (it is on the schools newspaper) that may qualify.

SJSU does not list a max number of units that will disqualify an applicant based on high number of previous units.

Also, for transfer GPA, does SJSU look at only the transferrable classes or all classes taken over the lifetime?
