Transfer app - Registrar Report

Should I invite my school's actual registrar or my academic counselor for this report? Because I'm looking at the report and the last section says, "I recommend this student: [] no basis, [] with reservation, [] fairly strongly, [] strongly, [] enthusiastically."

How in the world is my REGISTRAR gonna know me? That last section sounds like something my counselor should answer, not my registrar. Of course, it does ask about "good standing," something which I think the registrar might have access to, but the rest -- class rank, GPA, etc. -- are things my counselor could easily answer.

But what does CA protocol say? It's not specified ANYWHERE on the website (sorry for all the caps, but it irritates me that the CA is not transfer-friendly).

I’m applying to transfer as well and you have to bring the registrar report to the registrar in order to get your transcript released. The registrar will talk to the academic dean/your academic advisor/professors and get info about you. At least thats what I was told when I brought the forms to the registrar (but I go to a smaller school so it may be different)

Oh okay. Is it supposed to be printed and snail-mailed?

my school is snail mailing it because apparently they don’t have the right program or permission to upload it or something. I think it depends on the school especially since the common app totally changed this year.

On the Common Application for a transfer student what is the Registrar section and how do you answer this?
