<p>Does anyone know if a student going to school out of state who then transfers to a UC is considered an out-of-state tuition payer because he doesn't satisfy the residency requirement of having been physically present in CA for a year before applying? Even if he was a CA high school student and parents live there?</p>

<p>However, the OPs situation is in no-mans land (attending an out-of-state school, which means living outside of CA, but still classified as an out-of-state student). You will require the UC to provide the final word which I think will be in your favor, in-state tuition, since you never intended to gain residency while at the out-of-state school and you still maintained your CA IDs, home of record, etc.</p>

<p>If you have graduated from a California High School and have attended at least 3 years in a California High School, you are eligible for in-state tuition.</p>
