This is for a friend. He is a US citizen currently studying in an top tier Indian college (1% selective) and doing mechanical engineering. He wishes to continue mechanical engineering in a US university.

Can he get into a selective university with decent fin aid?

As a transfer, financial aid is very very limited and as an International applicant even more so. It would be best if he finished out his degree at his current college and consider coming to the US for grad school.
