Transfer to Cornell

Hi! I am a sophomore at private college and am looking to transfer to Cornell. Is it easier to get into during the Spring instead of the fall? How important are high school grades? My high school grades are atrocious, I’m talking they didn’t even get me into my crappy state school (probably bottom 25-50% of HS class). I am pursuing a career in Investment Banking, and I have a very realistic shot at that from the networking that I have done. My college GPA is 3.9. Would a rec from the Provost of my college help or would that be looked as equally as a regular professor’s rec? I am also looking at USC which I think I will be able to get into. Let me know what you think I should do to optimize my chances.
