Transfer to Mcgill, UBC, UW seattle?

Hey, just wondering what my chances would be at those schools. I'm looking to transfer and start the fall 2014 semester as a sophomore.

My high school GPA was trash, 2.35-ish, EC's were almost non-existent, and class rank was low, bottom half. SAT was 1780 (Math=500, Crit. Reading=660, Writing= 620)

My performance in school has increased dramatically since I realized that I was tired of being a bad student, so I've improved many different things about myself. I'm currently at a four year institution and my GPA is a 4.0 right now. Let's assume that I get a 3.7 at the end of this semester and hold a similar GPA next semester. As for EC's, I'm currently involved in a club that I helped establish and I'm working a part time job at a fast food joint. What are my chances and when should I apply to transfer?

Extra info: I want to major in Computer Science (not available at my current school.)
I'm from Texas and I'm Hispanic.

McGill CS: Low match
UBC: Low match

Can’t comment on UWA for transferring. However, can you afford UBC or McGill, since neither are that great for financial aid?

Really, low match? That’s a little exciting for me haha. Money will not be a problem.

For computer science in particular I saw people get in with 3.3 as a transfer but 3.3 is the lowest that I am aware of. 3.7+ as an undergrad definitely makes McGill doable.

When should I apply to transfer?
