Transfer to Stevens Institute of Technology or Rutgers University school of Engineering as a Chem E

Hello. I have been accepted into Rowan, UDEL, Rutgers and Stevens IT.
Stevens gave me 24K per year bringing the tuition to 27K, about half plus room and board (still a hefty price tag for me) I want to see if they are willing to give me more aid.
Rutgers is about 14K for in state plus room and board.I am still waiting to hear on their financial aid award letter.
I am debating between the two because of the price tag.
Rutgers will not give a transfer credit evaluation if i am not enrolled, should i pay the 150 fee to hold my spot?

Please give me some advice!!

If you are seriously interested in going to Rutgers I think it would be worth it to enroll to see what your aid and evaluations will be. Even if you decide to go to Stevens instead, $150 is worth it to make a more informed decision, in my opinion at least.
