Transfer

If I was admitted to ILR but then over the summer decided that I wanted to transfer to the College or Arts and Sciences, could I do this before arriving at Cornell? How hard would that be?

NOOOOO

you would have to wait out a semester i believe at least, from what i heard, cornell makes it kinda hard for transfers to switch schools b/c they expect that transfer students know exactly what they want. I know for freshman, after a year, you can apply as a direct transfer into the college of arts/sciences, anything above a 3.0 is pretty much in.

i believe you would have to apply separately to arts and sciences. They make it difficult so students dont use schools like ilr, humec, and CALS as 'backdoor' approaches to transfering into arts and sciences. You would have to spend at least one semester in ilr, then apply as an internal transfer. If they let you, you can then switch schools but you've wasted one semester gaining credits that wont count for your next major.
