International student from Kazakhstan
Unfortunately, I was not admitted as a member of class of 2022, so I decided to transfer to UPENN. Currently, I am thinking to apply to MIPT (Moscow Institute of Physics and Technology) and then transfer to UPENN Engineering. So, here is the question- is it possible to transfer from Russian University to UPENN and if so what should I do?
Yes you can apply for transfer.
However, if you applied this year and were not admitted it is not likely that you will be admitted as a transfer.

Coming from a Russian university shouldn’t matter. What will matter, is that highly selective schools take very few transfers. It is harder to get in as a transfer than as a freshman. There is no way to assure you will transfer successfully. If the school turned you down as a freshman, they will most likely turn you down as a transfer.
