Transferring from Out-of-state Texas community college.

Hi guys,
I was wondering if y’all could possibly clarify a few things for me. My boyfriend has been wanting to transfer to MSU and is currently attending a community college in Texas at this time he has 9 transferrable credits including the math and writing requirement, but has taken over 28 credits, he has been at the community college for two years and I’ve read somewhere that if a student had been at the college for 2+ years submitting an ACT/SAT is not normally required. His current GPA is 3.7 and is planning to major within Business. He has spoken with admissions, they say he should be able to transfer, but I am a bit concerned since on the website it states that an ACT/SAT score is required and he did not take either of those.
