I am currently attending a UC school as an out-of-state student and planning on transferring to one of these colleges: UCI, UCSD, UCLA, or UCB.
What are my chances?
And will becoming a California resident before I complete the transfer application increase my chances of getting admitted?
If you came in as an OOS student, you will remain an OOS student at any California school unless your parents moved here with you. Its almost impossible to be categorized as a resident without proof of self-sufficiency.

I have a house in California listed under my name, and I plan on getting a job soon to start paying taxes.
I don’t know if I can establish my residency that way before I transfer to another California college.
If your’re 24 or over you can file for FAFSA independently and residency, which closely linked to that, will be pretty easy to switch over after a year. I was a California resident, moved to Montana, became a Montana resident, then back to California and became a California resident for school after a year.
I think if you were born in California, It is a lot easier though. Definitely something you want to as an admissions adviser.

You need to demonstrate self sufficiency with no help from anyone.
If your 540 doesn’t reflect tax payments, in your name and social security number, then you won’t be considered self-sufficient. If someone signed over the property to you, then you are not self sufficient and have not paid income taxes to the State of California.
