I had a 4.3 gpa overall in high school but didn't get into my two dreams schools, ucla and ucsb. I am currently a freshman at community college in California and I want to know the fastest way to get into either college. I've heard of becoming a sophomore transfer but I'm not sure how it works and if biology majors can even get in.

The only UC schools that accept sophomore transfers are Merced and sometimes Riverside. You cannot do it at UCLA or UCSB.

UCLA is open for sophomore transfers but ONLY in certain art majors. UCSB is closed for sophomore applicants. If you will have 60 semester units at the time of the end of your first year, go ahead and apply as a junior.

As a CC student, I recommend going for the junior transfer path. While it is theoretically possible to go for sophomore, most UCs do not accept apps for that. You would be better off keeping up that 4.0 and taking 2 years.

You could try and go for 1/1.5 year transfer as junior, but that’s usually way too much for anyone to handle and require quite a bit of forethought and insanely hard work.
