I have been admitted for Chemical Engineering next year, but right now I’m thinking that I may want to switch to the College of Engineering instead, possibly for MechE. I have read that generally it is difficult to transfer into CoE, but since ChemE is so popular, would it be easier for me to make this change?

Yes - the College of Chemistry is very difficult to get into but I don’t think it makes it easier for you to get into another college.
I transferred to ME myself back in the days from L&S.
Take the courses required by ME which overlap mostly with ChemE anyway, try to get 3.5+ GPA, and most importantly, a compelling essay why you want to switch. Even though people like to talk about how difficult Berkeley is, it’s surprisingly easy on you regarding letting you pursue what you want to pursue.
3.5+ GPA for a transfer student at his/her first semester is quite a challenge.
