Tuition Stabilization Plan???

Tuition Stabilization Plan

The deadline to enroll for the Tuition Stabilization Plan for the 2009-2010 academic year was August 3, 2009. Eligibility requires that you be a full-time undergraduate student. This plan may be used for up to 5 consecutive years or up to graduation (whichever comes first) to stabilize tuition/fees based on the semester that you join the plan. This plan does not cover summer semesters or part-time study.

There is a $1,000.00 cost per term associated with the plan.

What exactly does this mean? Is this saying that you can defer all your payments until the end of 4-5 years OR that your tuition will not change during your involvement at NYU?
