If you tutor once in a while and want to list that under "work experience" on college applications, must the income be listed on tax returns and such?

Whether you have to declare it for taxes has nothing to do with whether you list it as work experience. US law requires you to report all income for taxes in an annual return unless you meet an exception (and your eyes can go blind reading over and trying to understand the exceptions). Two exceptions are that you need not file a return if you make less than $3300 if employed by another and a second is that you need not need to file a return if you are self-employed (possibly your case) and annual income is less than $400. If your question is whether one’s possible evasion of filing a return will be found out by the evil IRS resulting in arrest and imprisonment if you list something as work experience on a college application, the answer is highly unlikely.
