If a person gets rejected for transfer and applies the next year do UC’s review the previous year’s application?
I believe it’s a recent change that the adcoms will now review your previous applications. I think it’s limited to transfer applications and doesn’t include your high school application. It’s primarily to look for inconsistencies and negatives and not used to view progress.

I believe that they can review old records, but they don’t judge you on them.
For example, they might check to make sure your ECs line up, or you aren’t omitting any old schools
Yes, they will look at the previous application, specifically looking for discrepancies (such as mismatched dates, jobs, ECs, schools, etc.).
