I actually wanted to know FOR OOS TRANSFER if UCs contact each other and admit students accordingly… Basically If I apply to more colleges, does it decrease my chances to a particular campus ??

No, the UC’s do not consult with each other so apply to as many UC’s as you want.
right, you can apply to all 9 UCs and all 23 CSUs in the same semester. Each evaluates the application independently and they don’t share their info.
