GPA seemed to be more important than test scores for UCD admission. Is the same true at UCI, UCSD and UCSB?

Yea its just frustrating cause I go to a high school that is known for its rigorous ib program and friends of mine that have always performed similar academically (but went to different hs’s) have been getting into schools like USC and UCI w honors with test scores >100 points lower…GPA just doesn’t seem like the fairest way to rank students as the difficulty of some high schools is higher than at others and a standardized test that is graded completely equally would be more telling of one’s capability.

“The numbers of students admitted and enrolled in the fall 2018 entering class will be lower than the application numbers. For fall 2017, the campus received 70,907 freshman applications and 16,750 transfer applications for a total of 87,657. A total of 30,943 freshman and 10,354 transfer applicants were offered admission. This fall, UC Davis enrolled an entering class of 9,257 including 5,896 new freshman and 3,361 transfer students.”
And 95,207 people applied so the amount of people admitted is then 9.72% I think.
