I would personally say yes
This year, they probably fixed those messages and made them more ambiguous. So, no one is going to get the “I will not come to Berkeley…” message

I used to be able to access welcome reception before patch but not anymore now but I’m also able to access withdrawal form

was really counting on the UCs but not looking up

Before patch welcome reception. Now I can access the withdraw with the message: “I am no longer interested in attending UC Berkeley and wish to withdraw my application.”
