UConn Honors vs. SUNY Stony Brook; Biomedical Engineering

I am a high school senior looking to study biomedical engineering. After assessing all my options, I have narrowed my decision down between UConn and Stony Brook.
The main points of contention are that I applied and got in to the UConn honors program but received a full tuition scholarship to SB (I was offered $17,500/year by UConn) but did not apply to their honors program. SB’s biomedical engineering program is ranked slightly higher (64 vs 67) and I prefer the school environment/location, but not enough so for me to discount UConn if it is a better educational opportunity. I was wondering if anyone has any knowledge if the honors program at UConn would be worth attending over SB.
In addition, I am having trouble finding out if Stony Brook’s honors and WISE programs are first-year only or if you can apply during your second year.
For some backgroud: Finaces and rigor are rather secondary in my decision; my family can afford both without issue, I attend a rather intense high school (ranked in the 20s in CA), and I have the academics to back me up (ACT score of 35, 7 APs). That being said, I would still like to save money and attend a school that would not bore me.

Both great options.

However, full scholarship and you like the location and feel of SBU moreso than UConn.
