UC's and CSU's- complicated case

I was born here in the States, and I lived here until 5th grade.
I moved to China after that, and attended a regular Chinese school.
Last month, I moved back and now am attending a regular public high school.
This is my junior year, and as the grading system is different in China, when my counselor gave me a copy of my official transcript, I realized that all the English classes I took in China counted as ELD classes.

On the UC website, it states that ELD credits are only worth one year of English.
Which means, I'll only have three years worth of my English requirements fulfilled by the time I graduate.

I'm stuck, and I'm worried that I won't be able to get into any 4-year college.
Help?

If your high school allowed you to take two English courses during your senior year would that count as two years of English giving you the four years required by the UCs and CSUs? For example could you take sophomore as well as senior English next year which along with your current junior year and one year of ELD would add up to four years.
