So on the UC's official website, it says that 4 years of English are required to apply for UCs.
However, I have 12th English which is my fourth year of the English class on second semester.
And my counselor said I can not change it. Which basically means that I will only have three English courses that are taken until I apply for the UCs. So I'm extremely worrying about that they are going to refuse me because of that last English course. It says that I can replace the requirements by getting 680 on the SAT writing section but I'm not sure I will be able to get that score. So...if you guys know about this, please advice me or tell me what I can do.

I don’t understand; how is it that you are taking a full year of English in your last semester of high school? Are you a CA resident?

Relax, colleges will see that you’re enrolled in English second term. Tons of applicants have this situation. It doesn’t mean you’ll only have 3 English courses on your application! They see all senior year’s courses, but not the grades (till even after acceptance/rejection).

Are you in California?

I assume you are on some sort of block schedule that is popular enough. There should be a spot on the application that asks what you will be taking your senior year (all your senior year) and then they will check in June to make sure you took them (and if you didn’t, they might retract the admissions offer.) Most states, especially CA have 4 years required for English for high school graduation… possibly all of them. Colleges know that. Don’t stress it.
