I really want to go to Cal, but UCSB is giving me many benefits:

-Regents Scholarship (will cover everything but the EFC, so I expect around $50,000 in free money for four years)
-Honors Program (probably smaller classes)
-Priority Registration
-Guaranteed housing all 4 years
-More one-on-one time with professors
-research opportunities are possibly easier to obtain because of less competition
-GPA might be better

Is Cal worth it? I'd love to go there, but at the same time UCSB's benefits are hard to pass up.

Depends, are you planning on grad school or med school? If you are doing med school I'd say ucsb because cal will probably kill your GPA. But if you are thinking of just going for an Undergrad I'd say go to Cal.

Not med school. I'm thinking about getting a PhD, though, but most likely a masters. My major is biology, but I want to specify later on or possibly switch if I find something more interesting.

It's an undergraduate program, the biggest priority you should have is attaining a broad education. So really, the decision on where to go is not a huge deal. Go where you feel comfortable, where you feel you can attain the best grades for being competitive in graduate admissions.

Think of it as starting high school (undergraduate) all over again, where the real goal is to attend college (graduate school). In high school, setting yourself up as a competitive college applicant is the main goal.
