UCSD....warm weather!

UW-Madison. I don't even think it's close

uh...UCSD >>>>>>> UW

As an overall university, Wisconsin is a far superior school. Too many top programs.

As for a biology specific student ... I'd say UW-Madison has some of the finest science facilities and professors in the world. I'm not as familiar with UCSD although I know, like UW, it is strong in the social/hard sciences. Wisconsin, unlike UCSD does not play second or third fiddle in the state and has a national reputation attracting students from around the US and world. Finally, UCSD is a social nightmare, with kids consistantly complaining about the school. Wisconsin is in one of the best college towns, giving both an urban and "greeny" campus feel, with nationally ranked sports, and the famous State Street.

Not including the costs, I think Wisconsin wins out.
